This is because Dolphin does not have accurate GPU timings the game actually runs closer to 20 FPS on a Wii in traffic. This game is extremely difficult to run full-speed on the default settings. This bug has been verified to happen on Wii and is not a flaw in Dolphin. If MMU Emulation is off, instead of crashing the game will throw "Invalid Read Errors" instead.
